HB 109 - This act requires the St. Louis Board of Police Commissioners to submit an annual budget which includes all reasonably anticipated sources of revenue, including all federal, state and local grants. The budget shall detail all expenses and shall compare current expenses with last years expenditures. The Board shall not transfer funds appropriated for one budget item to another budget item without prior approval of the Municipal Board of Estimate and Apportionment. The Board shall be subject to any city charter provision, ordinance or policy approved by the Municipal Board concerning the reduction or revision of appropriated amounts. The Board may contract for health and life insurance coverage for its members. The city auditor may conduct audits of the police department. RONALD J. LEONE

SCA 1 - POLICE BOARD CANNOT TRANSFER MONEYS FOR ONE BUDGET ITEM TO ANOTHER WITHOUT PRIOR APPROVAL OF MUNICIPAL BOARD OF ESTIMATE AND APPORTIONMENT. THE BOARD SHALL ALSO BE SUBJECT TO ANY CITY CHARTER PROVISION, ORDINANCE PROVISION OR POLICY APPROVED BY THE MUNICIPAL BOARD THAT ADDRESSES REDUCTION OR REVISION OF APPROPRIATED AMOUNTS.
