HCS HB 105 -- NURSING BOARD

COMMITTEE ACTION: Voted "do pass" by the Committee on Professional Registration and Licensing by a vote of 14 to 0.

Along with various technical changes this substitute requires applicants for licensure to pass an examination approved by the board and then the board at its discretion may issue a license to practice as a registered nurse or a practical nurse. The substitute also removes the age restriction on those who wish to become a practical nurse. The substitute requires that any person who has had a license revoked to wait at least one year before applying for relicensure. The substitute also gives the Board of Nursing the authority to collect an annual education surcharge from all licensees. The fee is $1 dollar for Licensed Practical Nurses and $5 dollars for Registered Nurses.

FISCAL NOTE: Estimated Net Effect on General Revenue Fund of $0 in FY 96, $0 in FY 97, & $0 in FY 98.

PROPONENTS: Supporters say that this bill updates the nurse practice act and allows reciprocity. It also allows computerized testing which will be very cost effective to the board.

Testifying for the bill were Representative Lumpe; State Board of Nursing; Missouri Nurses Association; and the Missouri Hospital Association.

OPPONENTS: There was no opposition voiced to the committee.
