HB 53 -- Educating Teen Parents
This bill directs the Department of Elementary and Secondary Education to establish a pilot project to serve pregnant teens and teen parents residing in Kansas City. The project will be coordinated by a "circle of care" service team consisting of designated staff members of the departments of Social Service, Higher Education, Health, Mental Health, and Elementary and Secondary Education. All state-funded service agencies that work in the pilot community are directed to assist the circle of care service team. Private and locally-funded service agencies may voluntarily assist the service team.
Project activities include participation in the Parents as Teachers Program, counseling, continuing education, and referrals to other service providers in the community. The project will be funded from existing appropriations made for the Parent Education Program.
