SB 1075 - This act modifies provisions of the Higher Education Core Curriculum Transfer Act.

The act changes the number of lower-division core curriculum credit hours that the Coordinating Board for Higher Education must develop to facilitate the transfer of course credits among public institutions of higher education from 42 credit hours to 60 credit hours. The Coordinating Board shall develop the 60 credit-hour block of transferrable lower-division courses before June 30, 2025, for implementation in the 2025-26 academic year.

The act specifies that a student who successfully completes the 60 credit-hour block of transferrable lower-division courses at one public institution of higher education shall, upon transferring to another public institution of higher education, receive academic credit toward his or her degree program, rather than simply receiving academic credit.

A student who completes an associate degree at one public institution of higher education and then transfers to another public institution of higher education shall be deemed to have satisfied the lower-division core curriculum requirements of the receiving institution, and shall not be required to fulfill any additional general education requirements for the same program of study. A student who has completed the general education requirements at a public institution of higher education, but who has not earned an associate degree, shall, upon transferring to a public university, be deemed to have completed the general education requirements of the receiving institution, and all of such student's general education credits shall transfer to the receiving institution.
