SCR 2 - This concurrent resolution affirms the sovereignty of the people of the state of Missouri in areas protected by the Tenth Amendment to the U.S. Constitution. The resolution further provides notice to the federal government to cease and desist activities outside the scope of its constitutionally-delegated powers.

The resolution creates the Joint Committee on the Review of Federal Overreach, consisting of five members of the Senate and five members of the House of Representatives. The charge of the Committee is to identify specific federal laws and regulations outside the scope of the powers delegated by the people to the federal government in the U.S. Constitution and that thus infringe on the proper powers of the state of Missouri. The Joint Committee may issue a report and subsequently expire on December 31, 2023.

This resolution is identical to SCR 23 (2022) and SCR 14 (2021).
