SCS/SB 653 - This act modifies various provisions relating to public entities that serve in an advisory capacity.

PERSONNEL ADVISORY BOARD (VARIOUS SECTIONS IN CHAPTERS 36, 105, 288)

This act eliminates the Personnel Advisory Board and gives all duties and responsibilities previously held by the board to the Director of the Personnel Division and the Commissioner of Administration. The act additionally makes the position of Director of the Personnel Division appointed by the Commissioner of Administration. The Director may be removed by the Commissioner for no reason or any reason not prohibited by law.

This provision is identical to SB 110 (2023), provisions in the truly agreed to and finally passed CCS/HCS/SS/SB 111 (2023), HCS/HB 127 (2023), provisions in SCS/HCS/HB 475 (2023), SB 996 (2022), provisions in HCS/SS#2/SB 997 (2022), and provisions in the truly agreed to and finally passed SCS/HB 2090 (2022) and substantially similar to provisions in SCS/SB 187 (2023) and HB 2023 (2022).

GEOSPATIAL ADVISORY COUNCIL (SECTIONS 37.1300 - 37.1330)

This act establishes the Missouri Geospatial Advisory Council within the Office of Administration. The Council is charged with assisting and advising the state in ensuring the availability, implementation, and enhancement of a statewide geospatial data infrastructure common to all jurisdictions through research, planning, training, and education. Appointed members of the Council shall serve three-year terms and shall serve until their successors are appointed. The duties and responsibilities of the Council are described in the act.

This act is substantially similar to provisions in SCS/HB 475 (2023).

HEALTH CARE ADVISORY COMMITTEES (SECTIONS 191.305, 192.745, AND 194.300)

This act modifies the "Missouri Genetic Advisory Committee", the "Missouri Brain Injury Advisory Council", and the "Organ Donation Advisory Committee", by authorizing the Director of the Department of Health and Senior Services to appoint committee members instead of the Governor. This act also makes a technical changes to the Missouri Brain Injury Advisory Council membership provision.

These provisions are identical to SB 494 (2023) and substantially similar to provisions in the truly agreed to and finally passed SS/HB 402 (2023), HCS/SB 155 (2023), and HB 1099 (2023).
