SB 11 - This act provides that health care benefits, as defined in the act, provided by certain organizations to their members and their members' families shall not be considered insurance under the laws of this state. Financial risk from providing the benefits may be reinsured as provided by law, and providers of health care benefits under the act are required to annually file a financial statement with the Department of Commerce and Insurance.
