SCR 21 - This concurrent resolution applies to the United States Congress, under the provisions of Article V of the United States Constitution, for the calling of a convention of the states for the limited purpose of proposing amendments to the U.S. Constitution to give states the authority to repeal a Federal rule, regulation, or statute, or a federal court ruling relating to such Federal action. The application shall expire five years after the passage of this resolution.

This resolution is identical to SCR 1 (2021).
