Current Bill Summary

SB 1087 - This act establishes certificates of exemplary conduct and good moral character to be issued by circuit courts to eligible individuals if the court finds that he or she meets certain criteria as specified in the act.

The issuing of a certificate shall not prevent any authorized parties from accessing or considering the recipient's conviction history. However, the issuing of a certificate shall remove all bars with respect to employment, housing, or occupational licenses.

This act also provides that an employer shall not be criminally or civilly liable for an act or omission of an employee who has been issued a certificate, unless the employer committed a willful or wanton act in hiring such employee. The Division of Professional Registration, and any other Missouri entity with the authority to issue or revoke a license, shall report to the General Assembly various statistics as specified in the act on November 30 of each year.

This act is identical to SB 496 (2017), SB 539 (2017), and HB 673 (2017).
