SB 423 - This act creates new provisions relating to the relocation of call centers from the state of Missouri by certain employers with at least fifty employees. Under this act, such employers are required to notify the Commissioner of Administration at least 120 days prior to relocating a call center, or a portion thereof, from the state of Missouri to a foreign country. Violation of this provision is subject to a fine of not more than $10,000 per day.

The Commissioner of Administration is required to compile a list on a semiannual basis of employers that relocate a call center, or a portion thereof, from the state of Missouri to a foreign country. Such list shall be distributed to all state agencies. With certain exceptions, any employer that relocates a call center, or a portion thereof, from the state of Missouri to a foreign country shall be ineligible for any state grants, loans, or tax benefits for five years and shall remit the unamortized value of any such grants, loans, or tax benefits it has previously received.

The director of each state department shall ensure that call centers that perform state business be performed by state contractors or their agents or subcontractors entirely within the state of Missouri. Employers with current state contracts have until 2023 to comply with this requirement.
