SCR 42 - This concurrent resolution strongly urges the U.S. Congress to propose the State Powers Amendment that would authorize the several states to repeal provisions of federal law or regulation. If Congress fails to act, then the resolution provides that an Article V constitutional convention would be the proper course to adopt the Amendment.

This concurrent resolution is identical to SCR 9 (2019) and SCR 48 (2018).
