Senate Committee Substitute

SCS/SJR 33 - This proposed constitutional amendment, if approved by the voters, would require that, beginning January 1, 2021, all impeachments be tried by the Senate, rather than before the Missouri Supreme Court. When the Governor or Lieutenant Governor is being tried, the Chief Justice of the Missouri Supreme Court shall preside. No person shall be convicted without a two-thirds vote of all Senators elected.

This amendment modifies the grounds for impeachment found in current provisions of the Missouri Constitution by repealing the current grounds of crime, misconduct, habitual drunkenness, and offenses involving oppression and adding bribery, mental incompetency, and corrupt or criminal conduct in office.

This amendment is similar to SS/SCS/SJR 2 (2019) and similar to SJR 22 (2018), SCS/SJR 5 (2017), SJR 24 (2016), SJR 4 (2015), SJR 34 (20140, SJR 9 (2013), and HJR 82 (2010).
