Sen. Crawford’s Capitol Report for May 13

Late last week, the Legislature sent the state’s operating budget for Missouri’s upcoming fiscal year to the governor for his consideration. This is the only constitutional mandate for lawmakers, and one we take very seriously. The state operating budget for Fiscal Year 2020 is $29.7 billion.

I am pleased that the Missouri State Fair will benefit from next year’s budget. $4,849,406 is the general operating budget for the fair throughout the year. Also, an additional $750,000 will go toward construction of a new pavilion, plus $1,561,141 for construction of a new campground at the state fairgrounds.

Despite our state’s improving economy, there are still many things lawmakers must keep in mind when crafting the state’s spending blueprint. The process starts in December, when the Missouri Senate, the House of Representatives and leaders from the executive branch come together to form what’s known as the Consensus Revenue Estimate (CRE). The CRE is used as a guideline for how much money could potentially come into our state over the course of the year. Budget hearings then start in both the Missouri Senate and House, right around the time the governor gives his annual State of the State address. By March, the entire Missouri House will discuss the budget bills and send them to the Missouri Senate, where we then discuss these measures. Differences are ironed out in a conference committee, and then both chambers approve these bills and send them to the governor.

We have one week left in this year’s legislative session, and it will be quite a busy week for everyone in the State Capitol. In my next report, I look forward to discussing the final week of the 2019 legislative session and informing you of the important bills and proposals that made it across the finish line before the end of the First Regular Session of the 100th General Assembly.
