Introduced

SJR 16 - This constitutional amendment, if approved by the voters, prohibits the General Assembly from passing any law or submitting any constitutional amendment to the people, without a two-thirds majority in each house of the General Assembly, that amends any measure that has been approved by the people until the convening of the second General Assembly after the law or constitutional amendment became effective. Furthermore, the General Assembly is likewise prohibited from passing any law or submitting any constitutional amendment to the people, without a two-thirds majority in each house of the General Assembly, that would enact provisions identical or substantially similar to the rejected measure.
