SB 296 - This act modifies the definition of "public utility" to exclude any person or corporation that purchases electricity from an electrical corporation, furnishes electricity exclusively to charge battery-operated vehicles and plug-in hybrid vehicles to or for the public for compensation, and is not otherwise a public utility.
