Current Bill Summary

SJR 21 - This proposed constitutional amendment, if adopted by the voters, provides that the people of St. Louis City and St. Louis County have the exclusive power in regards to consolidation and merger of the City and County.

According to this proposed constitutional amendment, the authority granted by the Missouri Constitution to consolidate St. Louis City and St. Louis County shall be exercised by a vote of only the people of the City and County.

Finally, any changes to the governments or territories of St. Louis City and St. Louis County shall only occur as authorized by current provisions of the Missouri Constitution.

This amendment is identical to HJR 37 (2019).
