HCS/HB 1135 - Under this act, a parent or guardian of a homeless child or homeless youth or an unaccompanied youth shall not be charged a fee for a certificate or a copy of a certificate of birth, death, or marriage. Additionally, no fee shall be charged for a one-time request of a birth certificate if the request is made by a victim of domestic violence or abuse and the requestor provides specified documentation. Finally, an unaccompanied youth shall be eligible to receive a birth certificate or copy of a birth certificate without the consent or signature of his or her parent or guardian.
