HCS/HB 1099 - This act modifies provisions relating to higher education.

SOUTHEAST MISSOURI STATE UNIVERSITY MISSION (Section 174.255)

Under this act, Southeast Missouri State University shall have the authority to develop a statewide mission in visual and performing arts, computer science, and cybersecurity. The University shall not be required to submit an application to the Coordinating Board for Higher Education to seek such a mission.

This provision is identical to HB 1121 (2019).

LONG-TERM CONCESSION AGREEMENTS (Section 174.337)

Under this act, institutions of higher education shall be permitted to enter into long-term concession agreement, which shall include a license or lease for the development, finance, operation, or maintenance of a project, with a private developer to construct, finance, operate, and maintain a project, in exchange for annual payments. Nonperformance shall result in the abatement of such agreement.

Any concession agreement entered into shall follow the competitive bidding process for public private partnerships.

This provision is substantially similar to SCS/SB 474(2019).
