Current Bill Summary

SB 447 - Under this act, the Department of Elementary and Secondary Education is required to distribute additional funds, in conjunction with funds calculated and distributed under the foundation formula, to any school district that meets certain performance goals. (Section 163.031.8)

Any district with a free and reduced price lunch pupil count that is less than 50% of the total population of the district, and is classified by the Department as accredited with distinctions, shall receive an additional payment of $400 times the weighted average daily attendance (WADA) of the district.

Any district with a free and reduced price lunch pupil count that is greater than 50% but less than 60% of the total population of the district and classified as accredited with distinctions, shall receive an additional payment of $500 times the WADA of the district.

Any district with a free and reduced price lunch pupil count that is greater than 60% of the total population of the district and is classified as accredited with distinctions, shall receive an additional payment equal to $600 times the WADA of the district.

School districts are required to utilize such additional payments to increase teacher salaries, hire additional teachers, or to annex portions of other districts that are not classified as accredited with distinction. (Section 163.045.1)

If any district does not meet such qualifications, but operates at least one attendance center that exceeds the annual improvement goals on the measures of academic progress (MAP) assessments in English language arts, mathematics, science, or social studies, such district shall receive additional payments in an amount calculated in the following manner:

• Any district with a free and reduced price lunch pupil count less than 50% of the total population of the district shall receive an additional $400 times the WADA of the attendance center that exceeds annual improvement goals;

• Any district with a free and reduced price lunch pupil count that is equal to or greater than 50%, but less than 60% of the total population of the district shall receive an additional $500 times the WADA of the attendance center that exceeds annual improvement goals; and

• Any district with a free and reduced price lunch pupil count that is equal to or greater than 60% of the total population of the district shall receive an additional $600 times the WADA of the attendance center that exceeds annual improvement goals.

An attendance center shall have exceeded annual improvement goals if such center has demonstrated annual improvement equal to or greater than 5% improvement based on the MAP Performance Index or National Congress of Employers (NCE) Gap.

Additional funding shall only be used by the district to increase teacher salaries or hire additional teachers in the attendance centers that exceeded annual improvement goals, to expand the attendance center or the attendance area of the attendance center, or to replicate the attendance center or model other attendance centers in the district on the attendance center that exceeded annual improvement goals. (Section 163.045.2)

Any district receiving funds under this act is required to account for such funds separately and report to the Department the manner in which the funds will be utilized. (Section 163.045.3)
