Senate Committee Substitute

SCS/SB 918 - Under this act, political subdivisions are prohibited from imposing any order, ordinance, policy, or regulation prohibiting the use of a working animal or prohibiting working animals on public streets. However, political subdivisions may adopt rules and regulations governing such animals so long as such rules do not interfere with the use of a working animal, or if such rules are limited to ensuring the safety of the traveling public. For purposes of this act, "working animal" means the use of any animal for the purpose of performing a specific duty or function in business, commerce, or service, including but not limited to, animals in entertainment.

This act contains an emergency clause.
