SB 900 - This act modifies provisions relating to activities extended to persons found guilty of certain criminal offenses.

INTOXICATING LIQUOR (Section 311.660) - Currently, the Supervisor of Liquor Control shall have the authority to make certain regulations. Under this act, the Supervisor shall not prohibit persons from participating in the sale of intoxicating liquor solely on the basis of being found guilty of any felony offense. This prohibition shall not apply to persons seeking a license to conduct auctions of vintage wine or to sell vintage wine.

STATE LOTTERY (Sections 313.220 & 313.260) - Currently, the Lottery Commission may require a fingerprint background check on certain persons. Under this act, the Commission shall not prohibit a person from participating in the sale of lottery tickets solely on the basis of being found guilty of any criminal offense, except for termination of any lottery vendor contract.

Currently, any person convicted of a felony shall not be licensed as a lottery game retailer or participate in the management or sale of lottery tickets. This act repeals this provision.
