HB 2339 Establishes the Missouri Military Community Reinvestment Grant Program Act

HCS/HB 2339 - This act creates the Missouri Military Community Reinvestment Program within the Department of Economic Development. The Program's purpose is to assist and support military communities that are heavily dependent on military employment and economic activity provided by a military installation. The program shall also support community efforts to attract new or expanded military missions.

The Department, along with the Military Preparedness and Enhancement Commission, shall take public comments on how the program should be administered. The Department and the Commission shall jointly establish procedures for the solicitation, evaluation, and approval of grant applications.

The program shall award grants not exceeding $300,000 per year to an applicant. The Department shall evaluate each application and make recommendations to the Commission, which shall have the authority to approve or reject any application.

The act provides certain match requirements for the grantees. For an eligible applicant in operation for 5 or more years, $1 of grant funds may be awarded for every $1 of funds provided or raised by the applicant or $2 of grant funds may be awarded for every $1 of funds provided or raised by the applicant when the applicant is in operation for fewer than 5 years.

Grant applications must include how the applicant will administer the project and a plan for ensuring close cooperation between civilian and military authorities in the conduct of the funded activities and a plan for public involvement.

This act is identical to provisions in the truly agreed to and finally passed version of SB 573 (2018).
