SCS/HCS/HB 2216 - This act modifies provisions relating to the usage of water resources.

RATE ADJUSTMENTS FOR WATER CORPORATIONS BASED UPON USAGE (Section 386.266) - This act allows water corporations with more than 8,000 customers to make an application to the Public Service Commission to approve rate schedules outside of a general rate proceeding to ensure that revenues billed for services equal the revenue requirement for such services due to changes in customer usage.

This provision is identical to the perfected SB 705 (2018) and HCS/HB 1999 (2018).

LANDOWNER USE OF WATER (Section 640.648) - Currently, all Missouri landowners retain the right to have and use private water systems within city limits. Under this act, such landowners shall also have the right to have and use systems for potable water, and systems for rainwater collection.

This provision is identical to a provision in HCS/SS/SCS/SB 782 (2018), HCB 23 (2018), and HCS#2/SS/SB 704 (2018), and is similar to a provision contained in HB 1442 (2018).
