SCS/HCS/HB 1714 - Under this act, a biological parent or adoptive parent may make a written request to the circuit court having jurisdiction over an adoption to secure and disclose certain identifying information of an adopted adult's biological parents. A child placing agency or court personnel providing the information shall not charge more than $300 to search for and notify biological parents who have not given prior consent to release such information. If the biological parent has given prior consent or is found to be deceased, the identifying information, copies of all documents in the adoption file, and any personal items or correspondence in the agency's or court's possession shall be disclosed to the adopted adult or adopted adult's descendants. Finally, an adopted adult whose adoption was finalized in Missouri or whose biological parents had their parental rights terminated in Missouri may request the court to secure and disclose identifying information concerning an adult sibling if the adult sibling is found to be deceased.
