Senate Committee Substitute

SCS/HCS/HB 115 - Under current law, vendors of intoxicating liquor sold by the drink are required to purchase their liquor inventories from a licensed wholesale dealer. This act creates an exception to this requirement for retailers who hold licenses to sell intoxicating liquor by the drink in close proximity to the grounds of a recreational resort. Such vendors would not be required to purchase from a wholesale dealer any liquor sold which is manufactured in close proximity to the grounds of the recreational resort. The act also permits retailers and their employees, officers, shareholders, and agents to have a financial interest in a distillery near a recreational resort.

Additionally, licensed holder of a recreational resort distillery may sell liquor produced on its premises to duly licensed wholesalers, so long as the licensed holder of the distillery does not have any financial interest in any Missouri wholesaler's business.

Provisions of this act relating to recreational resort distilleries are identical to SB 271 (2017).
