HCS/HB 780 - This act establishes the "State Innovation Waiver Task Force" and its membership structure.

The task force shall examine the feasibility of different approaches to health care reform, examine alternatives and possible exemptions and waivers from requirements of the Patient Protection and Affordable Care Act (PPACA), and develop a plan for applying for a state innovation waiver meeting the waiver requirements of the PPACA.

This act requires the task force to prepare a draft application for a waiver to take effect for plan years beginning on or after January 1, 2018. Task force members shall serve without compensation but shall be reimbursed for expenses necessary for the performance of their duties. The task force shall submit a report of its findings and recommendations to the Legislature no later than 20 days prior to the convening of the veto session of 2017, and shall be dissolved on December 31, 2017.

This act provides that if the PPACA is repealed or replaced, the task force shall remain in force to continue developing innovative approaches to providing health coverage to the residents of this state.

This act contains an emergency clause.

This act is similar to SCR 25 (2017).
