Current Bill Summary

SB 710 - Currently, the Department of Insurance may prescribe any written examination to qualify an individual as a navigator and no criminal background checks are required for licensing. The Department of Insurance has promulgated rule 20 CSR 400-11.100, which allows the substitution of any approved certification examination to perform the duties identified in 42 U.S.C. Section 18031(i), regardless of whether the examination is for the purposes of serving as a navigator, certified application counselor, in-person assister, or health center outreach and enrollment assistance worker.

This act requires that an applicant for a navigator license must take an exam administered by the Department of Insurance, or an independent testing service with which the Department has contracted, and requires applicants for individual licenses to provide two sets of fingerprints for the purpose of doing Missouri and national criminal record reviews. This act also classifies any disclosure of criminal history information received by the department beyond what is necessary to determine eligibility for an individual navigator license a Class A misdemeanor.

This act is identical to SB 204 (2015) and the introduced version of SB 508 (2014) and similar to HB 1385 (2016).
