Current Bill Summary

SB 871 - This act defines "net excess energy" and "minimum bill" and requires that retail electric suppliers credit customer-generators for net excess energy over a 12 month billing period at a credit of one-to-one against the customer-generator's energy consumption in subsequent months. The customer-generator's net excess energy shall expire at the end of the March billing period, or upon service termination. If a customer-generator generates more energy than the retail electric supplier supplies to the customer, the customer shall be billed the appropriate minimum bill.

This act is similar to provisions contained in SCS/SB 396 (2013), SB 935 (2014), and HB 2275 (2014).
