House Amendment

HCS/SCS/SB 723 - Currently, the Speaker of the House of Representatives and the President Pro Tempore of the Senate are nonvoting members of the Board of Public Buildings. This act makes them voting members. This provision is identical to SB 992 (2014) and a provision in SS/SB 575 (2014).

Currently, there is a $775 million cap on the amount of revenue bonds that may be issued by the State Board of Public Buildings. This act raises the cap by $400 million to $1.175 billion. At least $200 million of the revenue bonds must be issued for the construction of a new mental health facility in Callaway County.

This act contains a referendum clause.

HA#1 - ELIMINATES THE $400 MILLION INCREASE IN GENERAL BOND ISSUANCE AUTHORITY FOR THE STATE BOARD OF PUBLIC BUILDINGS, INCREASE THE BOND ISSUANCE AUTHORITY FOR THE STATE BOARD OF PUBLIC BUILDINGS FOR HIGHER EDUCATION PROJECTS BY $150 MILLION, AND REMOVES THE REFERENDUM CLAUSE.
