SCR 38 - This resolution urges the U.S. Congress to adopt the State Repeal Amendment. This amendment to the U.S. Constitution would allow states to collectively repeal federal laws and regulations. If Congress should fail to act, then the resolution provides that a constitutional convention should be called. JIM ERTLE
