SCS/HCS/HB 1514 - Current law requires the parties to the marriage to present an application to the recorder of deeds in person. This act establishes a procedure for a recorder of deeds to issue a marriage license if one of the applicants is incarcerated or in the military and has been called or ordered to active duty out of the state or country and is unable to appear in the presence of the recorder.

This act is substantially similar to SB 796 (2014).
