SB 965 - This act requires the Air Conservation Commission to establish standards of performance for carbon dioxide emissions from existing coal and natural gas-fired electric generating units. The standards of performance for such units shall be based on criteria as set forth in this act. The Air Conservation Commission may implement standards of performance through mechanisms that provide flexibility in complying with such standards.

This act is similar to SCS/HCS/HB 1631 (2014).
