HJR 14 Amends the Constitution to provide the authority for a Fifth State Building Bond issue

HCS#2/HJR 14 - This constitutional amendment, if approved by the voters, permits the Board of Fund Commissioners to issue bonds in the amount of up to $1.2 billion.

Up to $600 million of the bond proceeds are to be used for capital improvements for higher education. No less than 20% of such amount shall be used for community colleges. Higher Education institutions must match at least 15% of funds allocated to them.

Up to $100 million is allocated to the Missouri state capitol building project. At least $40 million is allocated for state parks. At least $200 million is allocated to construct a new mental health facility in Callaway County, unless it is funded by other legislation.

The amendment creates the Public Elementary and Secondary Education Revolving Fund. Up to $20 million of proceeds from the bond will be deposited into the fund. Moneys in the fund shall be used to pay for public elementary and secondary education capital costs. Schools receiving funds must repay them over a period of time.

The State Building and Infrastructure Revolving Fund is created by the amendment. The balance of bond proceeds are to be deposited into the fund. Moneys in the fund are to be used for certain construction projects throughout the state.

The amendment create the Taxpayer Protection Commission. The commission consists of one member appointed by the Governor, two by the Senate, and two by the House of Representatives. The commission shall oversee disbursement of funds from the bond proceeds .

This amendment is similar to SJR 3 (2013) and HJR 57 (2012).
