HCS/HB 513 - Under this act, the liberty of a parent to direct the upbringing, education, and care of his or her child is a fundamental right.

Neither the State of Missouri nor any political subdivision of this state shall infringe on such right without demonstrating a compelling governmental interest. These provisions apply to all laws of this state and any law or policy shall be narrowly tailored to meet such interest.

Any law adopted after the enactment of this act shall be exempt only if the law explicitly excludes the application of such law by reference to this act.
