HCS/HB 78 - This act creates the Missouri Jobs for Education Program. Businesses creating a qualifying job may receive a credit towards tuition at a public institution of higher education in Missouri. The credit will be equal to the amount of withholding taxes withheld for each qualifying job. A qualifying jobs must be full time and have wages of at least the county average wage. A qualifying job must be maintained for at least one year before it becomes eligible for the credit.

Businesses may transfer the credit to any person. Credits expire if not used within 10 years. No more than $3 million in withholding tax may be used for the program in a given year. The program will sunset August 28, 2017.
