HCS/HB 137 - This act prohibits a state agency from implementing or expanding a federal program that requires a cost, share, or continuation of the program after federal money terminates, or a program that expends more than one million dollars annually for more than two consecutive years unless it is passed as part of the budget by the general assembly.
