HJR 47 Modifies the threshold number of signatures to be collected for initiative and referendum petitions

HCS/HJR 47 - Upon voter approval, petitions for initiatives proposing constitutional changes shall be signed by 5 1/4% of the legal voters in each of the congressional districts in the state instead of by 8% of the legal voters in each of 2/3 of the districts and petitions proposing laws shall be signed by 3 1/4% instead of 5% of such voters. Similarly, petitions for a referendum shall be signed by 3 1/4% of the legal voters in each of the congressional districts in the state instead of by 5% of the legal voters in each of 2/3 of the districts.
