HCR 42 - This concurrent resolution endorses the "Deaf and Hard of Hearing Children's Bill of Rights" in order to provide a foundational, centralized, guiding document that clarifies the state's interpretation of existing laws and practices relating to the education of children who are deaf and hard of hearing.
