HCR 31 - The resolution urges Congress to support a comprehensive plan for the Upper Mississippi River Basin that enhances flood-control without creating adverse impacts on existing levees and areas. The resolution additionally asks the Missouri Congressional delegation to oppose Plan H for the Upper Mississippi River Basin.

This resolution is similar to SCR 15 (2012), SS/SCR 8 (2011), and HCR 17 (2011).
