HCS/HB 1111 - This act modifies the law with respect to the towing of abandoned vehicles by law enforcement and other governmental agencies. The act allows towed abandoned property to be released to the owner's designated representative. Current law only allows the release of an abandoned vehicle to the owner or to the holder of a valid security interest of record. The act further provides that any nonvehicular personal property within the abandoned vehicle must be released to the owner regardless of payment arrangements.

Under current law, personal property within the abandoned vehicle need not be released to the owner. The act provides that the company holding or storing the abandoned property must allow the owner or the owner's authorized representative to inspect the property and must provide an itemized written receipt for the contents within 10 days of receiving the vehicle.
