HB 1466 – This act creates the "Math and Science Tutoring Act" to establish a pilot program for the establishment and support of nonprofit math and science tutoring centers in the St. Louis City School District. The tutoring centers will provide services to schools at any grade level whose schoolwide average assessment scores are less than fifty percent proficient. The programs must utilize master teachers who are state certified and exhibit leadership, collaboration, distinguished teaching, and continued professional growth. Services must complement the student's math and science assignments during the school day and for extended hours on nights, weekends, and during the summer. The center must provide transportation for the student's return trip after a tutoring session.

Three hundred thousand dollars will be appropriated by the General Assembly to start up the centers. The Workforce Development Division with the Department of Economic Development must develop an application process to certify approved math and science tutoring centers for the distribution of appropriated funds.

Beginning January 1, 2013, any business in the state engaged in an occupation categorized as a science, technology, engineering, or mathematics occupation may make a donation to a tutoring center and retain half of the value of its donation from its withholding tax.

This program will sunset after six years unless reauthorized by the General Assembly.
