HJR 16 Modifies the number of signatures required for initiatives and referenda

SCS/HCS/HJR 16 - Upon voter approval, this constitutional amendment requires initiative petitions proposing amendments to the constitution to be signed by 5 1/4% of the legal voters in each congressional district instead of by 8% of the legal voters in each of 2/3 of the congressional districts and initiative petitions proposing statutory changes to be signed by 3 1/4 % of those voters instead of 5%. Referenda shall be signed by 3 1/4% of the legal voters in each congressional district instead of by 5% of the legal voters in each of 2/3 of the congressional districts.

This resolution is similar to SJR 13 (2011).
