HCS/HCR 17 - The resolution urges Congress to support a comprehensive plan for the Upper Mississippi River Basin that enhances flood-control without creating adverse impacts on existing levees and areas. The resolution additionally asks the Missouri Congressional delegation to support the modification of Plan H by the U.S. Army Corps of Engineers for the Upper Mississippi River Basin. This resolution is similar to SCR 8 (2011).
