SS/SJR 3 - Upon voter approval, this constitutional amendment creates an exception to the prohibition against laws retrospective in operation by allowing the sexual offender registry laws, any law restricting sex offenders from residing within a certain distance of a school or child-care facility, and any laws requiring persons to provide a DNA sample for analysis and inclusion in the DNA profiling system, to be applied retrospectively.

This act is similar to SS/SCS/SJRs 34 & 30 (2008).
