HCS/SS/SB 172 - The act provides an alternate procedure to approve the issuing of bonds for a common sewer subdistrict that is partially or completely located in Cass County. Bonds may be issued for such a subdistrict if the subdistrict receives the written assent of 75% of the political subdivisions that do business with the subdistrict. This provision contains an emergency clause.

The act prohibits the Metropolitan Sewer District (MSD) from charging any residential landowner for storm water management services if MSD does not provide sanitary sewer service to the landowner's property and any storm water runoff from the property does not drain to a sewer maintained by MSD.

This act is similar to the truly agreed to CCS/HCS/SCS/SB 242 (2009) and HCS/HB 825 (2009).
