SCS/SB 996 - This act allows health insurance pool members (those not subject to the premium tax assessed under Chapter 148) to transfer any current or unused accumulated credits or offsets to their affiliates. The act limits the use of the offset by an affiliate in that the transferred offset may only be carried forward against sales or use taxes for a period of 5 years. STEPHEN WITTE
