SB 552 - This act prohibits the Public Service Commission from regulating interconnected voice over internet protocol (VOIP) service. VOIP service shall be subject to state business and consumer protection laws. Political subdivisions shall not directly or indirectly regulate any terms or conditions related to the provision of VOIP services nor shall they impose any 911-related fees on a VOIP service provider that are not also imposed on telecommunications companies. Additionally, no 911-related fees may be charged to a provider of VOIP service when such fees are already being charged to another entity who is providing a connection for the VOIP service to a public telephone network or public safety answering point. Providers of VOIP service shall receive the same protection from liability as afforded to telecommunications companies when associated with the release of subscriber information for emergencies.
