SB 328 - This act directs the Department of Natural Resources to expeditiously approve a bio reactor landfill on a pilot basis in the City of Columbia. The bio reactor landfill must be designed by an engineering firm that has previously had its landfill designs approved by the Department. Yard waste that is otherwise prohibited from being deposited in solid waste disposal areas, shall be permitted for deposit in the bio reactor landfill provided the addition of the yard waste is projected to increase gas production for electricity generation. Recyclable organic materials may be deposited in the bio reactor landfill and be considered "recycled" provided the addition of the material is projected to increase gas production for electricity generation and electricity is being generated on the day of deposit. As part of the pilot project, the City of Columbia shall provide funding for university research to demonstrate the project's successful production of alternative energy. ERIKA JAQUES
