SCS/HCS/HB 135 - This act authorizes Johnson County to utilize existing airport zoning regulations, with certain variances from current law, but changes the composition of the airport zoning commission and the board of variance.

The act also requires the State Board of Education to establish a rule to permit the spouse of a military member stationed in Missouri who has relocated from another state within one year of the date of application for a Missouri teacher's certificate, and who is a holder of a valid teacher's license from another state, if the other state required a background check prior to issuing such licence, to receive a provisional licence permitting the holder to assume classroom duties pending completion of a Missouri background check.

This act also raises the amount of annual matching grants to be made for veterans' service officer programs by the Missouri Veterans' Commission from seven hundred fifty thousand to one million dollars.

Provisions within this act are identical to HB 1845 (2006), HB 1398 (2006), SB 663 (2007), and SB 287 (2007).
