HJR 19 - Upon voter approval, this proposed constitutional amendment guarantees a citizen's right to pray or express his or her religious beliefs without interference, including such right of public school students, as long as the activity is voluntary and abides within the same parameters placed upon any other type of free speech in similar circumstances.

The amendment also reiterates that neither the state nor any of its political subdivisions shall establish any official religion, and prohibits the state from composing prayers or coercing any person to participate in any prayer or other religious activity.

Additionally, the amendment requires all freepublic schools receiving state funding to display the text of the Bill of Rights of the Constitution of the United States in a conspicuous and legible manner.
